what do you meen like fighting in bg joining a guild and doing things as a group its been a year sence i played i quit rite after the expation cam out i had lost of level 60s but i did every thing solo i got tired of it and deleated my acount

You don't, anymore. These were rewards given by a series of quests, "The Alliance Needs..." or "The Horde Needs..." which went live as a temporary world event, where you were to gather items to help the war effort to open the Gates of Ahn'Qiraj. Once this event ended, no more commendations were given out; but the NPCs to turn them in to still remain.... just to confuse people, I suppose. Likely, just in case someone stockpiled a bunch of commendations and only decided to turn them in two years later.
