World of Warcraft Super Character Development? Fast?

I've been noticing A LOT of people running around with uber, epic gear, do super DPS, look awesome and have an all out perfect character, really. My question is, how is everyone attaining this? And so quickly? Walking down towns/cities or anything, I find myself spotting people literally glowing with spectacular gear and at the max level. Could anyone tell me how they are doing this? And so swiftly? Or even as an extra, link me to a "free" guide/topic with relevant information towards hitting the max level and really, literally shining? I thank you for spending your time reading this question. =)If so, is there any guides or anything I can follow?

Well Blizzard in a recent patch did make the leveling speed from 20-60 faster that might had to do something with it and people just of powerleveled to 70. For the epics people probably are getting them from PvP rewards since a lot of gear obtain from PvP and Arena points are more easier to get than PvE gear

Don't buy gold, and don't follow a guide. Seriously, the best way to learn is just to go do quests. Thottbot.com is the best place find out where to go for quests. Just go there and type in the quest name. People's comments should tell you where to go. But you'll probably have to download a coordinate mod.Every time you level a character, it will get easier and faster. Every time you do a quest, you'll know where to go for it, and you won't have to look it up the next time you level.Don't follow a step-by-step levelling guide, because it sucks the joy and wonder out of the game (that'll happen eventually anyway, you don't have to speed up the process). Just have fun questing and exploring. You'll get to 70 eventually.

You're probably talking about the people with arena gear.
