Guild Wars, maximum level is 20 and it's really not too hard to get to that point. Plenty of farming an' what-not to do once you hit 20.
Rohan, I love the game. I feel I've leveled up faster in it than any other game I've played.

I like some leveling, its part of the RPG element, but I don't like leveling to feel like its trying to consume all my time instead of getting to the endgame content, plus I feel like when they make you level slow in a non-pay MMO its because theres nothing at the end worth doing probably (and in pay mmos its obviously to more money for the people who will inevitably quit at level cap)

Have you tried Cabal? Most of the games I play are Korean grind fests that take so long that I've yet to reach "end game." I think Cabal actually has fast leveling though. Flyff is real awesome when your a high level, but you kind of have to fight the same monsters for like 10 levels so it gets tedious.
